The 'much-awaited' housing scheme-2014 of Delhi Development Authority (DDA) with 25,034 flats on offer was launched on Monday morning by its Vice-chairman Balvinder Kumar in New Delhi who assured delivery of “good quality flats” to people.

The scheme was declared open at 9:30 am and minutes after its launch, a long queue could be seen at the counter for sale of forms at DDA office. Many people in the queue said they dream to have their own house, big or small, but in their own name.

The offer is open for all citizens of India who do not own a house in Delhi, New Delhi or Delhi Cantt area and will close on October 9. The draw will be conducted 15-20 days thereafter.

Under criticism quite often for shoddy construction and failed schemes, the DDA this time promised better results.

The DDA Vice-chairman, while launching the scheme, assured that good quality of flats will be delivered to people.

The land agency plans to handover the possession of flats to successful allottees by first quarter of next year.

With 25,034 flats in different categories – High-Income Group, Middle Income Group, Low-Income Group, one bedroom flats, Janta flats and those for economically weaker section - on offer, the scheme is being touted as one of the biggest.

The flats are located in areas such as Rohini, Jasola, Mukherjee Nagar, Shalimar Bagh, Narela, Dwarka, Dilshad Garden and Paschim Vihar.

The scheme has 811 flats from the old inventory as well as 24,223 newly constructed flats.

The forms for the scheme are available at DDA office at Vikas Sadan and also at 13 empanelled banks.

The 13 banks are Punjab National Bank, State Bank of India, Central Bank of India, Corporation Bank, Syndicate Bank, Union Bank of India, Indusland Bank, Kotak Mahindra Bank, IDBI Bank, ICICI Bank Ltd, Yes Bank, HDFC Bank and Axis Bank. The forms are to be submitted at these banks.

The registration fee for all other categories is Rs. 1 lakh, and Rs. 10,000 for EWS category. There is no ceiling on income for any category except EWS with a ceiling of Rs. 1 lakh.

The unsuccessful applicants would be refunded the registration amount within 15-20 days after the draw of lots, Mr. Singh said.

To ensure that people who need a house get the benefit of this scheme, the DDA has for the first time introduced a five-year lock in period for ownership to check speculative buying. The allottees will be given conveyance deed after five years.

The lock-in period is a welcome addition and is being appreciated by end-users.
