Minister, 3 PWD officials are accused of irregularities in award of contracts

A Delhi court will on December 6 take up for hearing a complaint seeking lodging of a case against Delhi Health Minister Satyendar Jain and three Public Works Department (PWD) officials alleging irregularities in award of contracts for road and drain works.

The complaint, filed by Rahul Sharma of non-government organisation Road Anti-Corruption Organisation, alleged that Delhi PWD officials had between 2014 and 2017 allocated contracts for pecuniary benefits for themselves and those of the contractors.

The complaint added that Executive Engineer Anil Trehan, in criminal conspiracy with Superintendent Engineer Mukesh Kumar and other officials and contractors, obtained for himself, the contractors and others huge sums of money. Thus, they committed offences of fraud, criminal conspiracy, criminal intimidation and criminal breach of trust under the Indian Penal Code and offences covered under the Prevention of Corruption Act, the complaint alleged. To cause substantive gain for Mr. Trehan under the influence of Mr. Jain, the bid and technical parameters were manipulated, the complaint alleged, adding that works were awarded 50% to 60% below existing market rates.
