The Delhi High Court on Tuesday asked Swami Shraddhanand College in Outer Delhi to issue a no-objection certificate to a second year students to enable her to migrate to Kirori Mal College on the North Campus.
Allowing the plea of Neelam Chopra for migration on health grounds, Justice Gita Mittal asked the college authorities to issue the NOC to her within 10 days.
Passing the direction, Justice Mittal further said that grant of NOC by the college authorities to the petitioner would not cause any prejudice to the institution. Rather the student would suffer if she was not allowed to migrate to the college of her choice which is at a walking distance from her residence, he added.
Neelam submitted that she had sought migration because she was suffering from “allergic rhinitis’’ and had been advised to travel less.
She stated that her present college was about 15 km from Hudson Lane in North Delhi where she stays, while Kirorimal College was just one km from that place.
Kirori Mal College had already granted her NOC for migration but Shraddhanand College refused to issue the certificate despite repeated requests. The college authorities also failed to give any valid grounds for their refusal to issue the certificate, the petitioner submitted.
