Delhi Lokayukta Manmohan Sarin on Friday indicted Tarvinder Singh Marwah, MLA and former Parliamentary Secretary to Chief Minister Sheila Dikshit, for violation of the norms of integrity and conduct.
Justice Sarin recommended to the Lieutenant-Governor that a “censure” be administered to the MLA. The Lokayukta issued the order on a complaint by Hari Om Gupta, who had alleged that Mr. Marwah had secured admission for his daughter in Mata Sundari College for Women using a fake mark sheet and migration certificate. The documents appeared to have been issued by the M.P. State Open School Board, Bhopal.
Mata Sundari College had contacted the Board, which confirmed that the mark sheet certifying Mr. Marwah’s daughter had passed the Higher Secondary Examination by securing 255/500 was a fabricated one. She had, in fact, never even taken the examination. The migration certificate used for securing admission was also found to be fabricated.
The complainant had alleged that Mr. Marwah had himself issued a character certificate on his letterhead as well as a recommendation to the chairman of Mata Sundari College for his daughter’s admission.
The college principal, on being examined under oath, had deposed that the admission form with these certificates, mark sheet, migration certificate, character certificate and recommendation letter were given by Mr. Marwah’s daughter and wife.
For his part, Mr. Marwah had claimed that the entire matter of admission was handled by his wife and he did not have any knowledge of it. He said he believed that his daughter and wife had been tricked by Pratham PT College, which had supplied the mark sheet and migration certificate.
The Lokayukta held that the fact Mr. Marwah’s daughter had not taken the examination would be known to the parents and they would also know that any document showing her as having successfully passed the examination was fabricated. There was no escape from this.
