Chaos marks Jaypee brass meeting with home buyers

Builder assures early redressal, buyers dissatisfied as no clear roadmap presented for delivery of flats, which are already delayed by 5 to 7 years

Two days after aggrieved home buyers lodged an FIR against realty major Jaypee Group, senior management officials of the firm met the home buyers on Monday and assured them of early redressal of their grievances.

The meeting, which was initially planned at the office of Noida Superintendent of Police Dinesh Yadav, had to be shifted to Jaypee Group’s office along the Noida-Greater Noida Expressway after the situation turned chaotic.

Majority of home buyers who attended the meeting were dissatisfied with the assurances given by the office-bearers of Jaypee Infratech that promised 35,000 flats in Wish Town and Jaypee Aman projects.

They said the builder did not present a clear roadmap on the delivery of flats.

Action plan on April 29

The Group’s representatives, however, said they will table their action plan in the next meeting on April 29.

“We are not running away anywhere. We have delivered some of the finest projects in India like F1 race track, Yamuna E-way, thermal power plants etc. We understand the pain of home buyers, but a situation arose when none of our businesses did well to support our real estate segment. We are committed to deliver the flats. In the next meeting on April 29, we will table our action plan of delivering the flats,” Manoj Gaur, Executive Chairman and CEO, Jaypee Group, told The Hindu .

He also assured that by August 2016, they will deliver at least 6,000 flats to the buyers.

Monday’s meeting, attended by Jaypee’s brass including Manoj Gaur, Sameer Gaur and Sachin Gaur, was called following the FIR lodged against Jaypee Infrastructure by 250 home buyers.

The FIR has been filed under charges of cheating, financial fraud and criminal conspiracy as Jaypee Infratech has failed to deliver flats on time. Most of the buyers had booked the flats in 2007-08 and the builder had promised to deliver the flats by 2011-12.

Where’ Noida Authority?

Talking to The Hindu S.K. Nagrath, president, Jaypee Aman home buyers, said since 2012 buyers have been running from pillar to post to get their dream homes.

“For many years the top brass of Jaypee Infratech, including Manoj Gaur, Sameer Gaur, Sachin Gaur and Jaiprakash Gaur, remained unavailable for discussion. After change in regime, the developers have been forced to pay heed to the buyers’ issues,” Mr. Nagrath said.

Homebuyers who booked flats in the 19 towers at Jaypee Greens Wish Town in Sector 128 and Jaypee Aman in Sector 151 also questioned the Noida Authority and the Uttar Pradesh Government for not taking any action.

The buyers said as per the UP Apartment Act 2010, local authority (like Noida) has the mandate to monitor an under-construction project and keep checking the status of a realty project.

“The Authority was supposed to ensure timely delivery. Why did the Authority sanction fresh projects of Jaypee when it had failed to deliver its earlier projects,” the buyers asked.

The founder of Jaypee Group, Jaiprakash Gaur, had given buyers two options — either take the invested money back without interest or wait for the construction to restart in May 2016.

“Jaypee is yet to restart the construction at the site. And for last 4 years, the promoters are not even meeting us. When we try to meet them, they use bouncers to threaten us,” said Amit Kumar, another home buyer.

The buyers had tried to file an FIR against the Jaypee Group six months ago, but the police did not register it.

“The police had then said that the FIR will be lodged after a probe,” said a home buyer.

“We are looking into the allegations made by the complainants. We will take action as per law,” said Mr. Yadav on the FIR lodged against the Jaypee Group’s management.
