With a view to encouraging entrepreneurs, the Delhi Government has set up a Business Facilitation Council to facilitate single-window clearances from various departments for establishing industrial enterprises in a time-bound manner.

Industries Commissioner Chetan Sanghi said the prime objective of the BFC is to ensure grant of all approvals required from various departments in a simplified manner, thus relieving the entrepreneurs from the difficulties they otherwise face to get the clearances.

Mr. Sanghi said the BFC will act as a single-point contact for entrepreneurs; devise a common application form fulfilling the requirements of all the departments dealing with statutory and non-statutory clearances; help the entrepreneurs fill up the application form; suggest policy changes and procedural reforms to remove bottlenecks in setting up of industrial unit in the city; and continuously strive to improve the processing mechanism of applications.

The BFC will be headed by the Secretary and Commissioner (Industries) and the Joint Commissioner (Industries) as its Member Secretary. It will be operated through the BFC Cell headed by the Joint Commissioner of Industries. The Cell will work as an interface between entrepreneurs and the government departments or agencies concerned. Senior functionaries of departments concerned such as the Municipal Corporation of Delhi, Delhi Pollution Control Committee, Labour Department and Drug Controller will be their nodal officers. The nodal officers will ensure that the applications received by their departments are processed and disposed of without any undue delay.

The Joint Commissioner of Industries will ensure that all the applications received by the BFC Cell are processed in a timely manner. Wherever bottlenecks are noticed, he will bring them to the notice of the BFC for remedial action.
