Amendments to MPD-2021 notified

Relief for shop-cum-residence units that were facing sealing

The Union Ministry of Housing and Urban Affairs on Friday notified the proposed amendments to the Master Plan for Delhi (MPD)-2021.

In the notification issued by the Central government, the Ministry said that the areas developed prior to 1962, having commercial activities, will be permitted to continue operations as per conditions prescribed under the mixed-use regulations.

“Some areas developed prior to 1962 like Lajpat Nagar, Rajouri Garden, Tilak Nagar, Kamla Nagar or other such colonies that existed prior to MPD-1962 but were not included in the master plan, having concentration of commercial activities, may continue to be subject to mixed-use regulations,” read the notification.

As per the amendments, for shop-cum-residence complexes, in case the total floor area ratio (FAR) in the “existing building exceeds the permissible FAR on plots of size above 100 square metres and upto 250 sqm, such excess FAR [upto maximum 350]shall be permitted subject to payment of penalty charges amounting to 1.5 times the applicable charges”.

The notification said that the conversion charges from residential to commercial will be applicable as prescribed with the approval of the government.

Parking requirements

The Ministry added that to meet parking requirements, resident welfare associations, traders and local bodies “shall identify and develop land for providing a shared or common parking. In case no parking facility is available, concerned local body may declare such areas as pedestrian shopping streets or areas. Public transport authority shall ensure last-mile connectivity.”

The Delhi Development Authority had approved the amendments in MPD-2021 on June 19 seeking to provide relief to traders from a sealing drive.
