Court stays appointment of special officer to CBM College

The Madras High Court has stayed the move to appoint a special officer to manage the affairs of the CBM Arts and Science College.

Justice T.S. Sivagnanam in his order had said that he was inclined to grant a stay, as sought by the College Secretary C.M. Ramraj, as the Joint Director of Collegiate Education had issued a show cause notice asking why a special officer could not be appointed to manage the college when no final order on an earlier show cause notice had been issued.

Mr. Ramraj in his writ petition had said that the Department of Collegiate Education issued a show cause notice under Sec. 14-A of the Tamil Nadu Recognised Private Colleges Regulation Act asking why it should not take over the management.

Detailed reply

In response to the notice, the college had sent a detailed reply.

Thereafter, the Joint Director of Collegiate Education conducted an inspection and submitted a report to the State Government. But there were no final orders.

When no final orders were passed, there could not be a second show cause notice for appointing a special officer when earlier proceedings for the same were pending.

Mr. Ramraj had also cited the discrepancy in the first and second inspection report to underscore his demand for a stay.
