IIT Delhi has decided to reject the government’s plan to hold a common entrance test for all undergraduate engineering courses, and will instead conduct its own entrance examination next year.
Following more than two hours of discussions on Thursday evening, the Senate of IIT Delhi unanimously resolved to reject the government proposal as it “impinges on the autonomy of IIT Delhi.”
Cleared by council
The plan for a single test was approved by the IIT Council as well as the councils of the IIITs and NITs last month. However, the IIT Delhi Senate resolution said those decisions, which were against its own stated position, were “academically unsound and procedurally untenable.”
Instead, the Senate decided to follow IIT Kanpur’s lead and hold its own admission test next year. “For the year 2013, the IIT Delhi shall admit students to its undergraduate programmes through an examination, which will be on a pattern similar to the one used in IIT JEE 2012,” said the resolution.
It added that the Senate chairman would appoint a committee, which would “coordinate the conduct of the above examination jointly with other IITs to the extent possible.”
Sources in the Senate indicated that the other IITs — several of which are due to have their own Senates discuss the government’s proposal soon — would be encouraged to join hands with the Delhi and Kanpur institutes.
So far as 2014 and beyond is concerned, a committee constituted by the Senate chairman would be asked to review the IIT-JEE itself, said the resolution.
Sibal’s insistence
The IIT Delhi Senate’s decision comes a day after Human Resource Development Minister Kapil Sibal insisted that the government would not roll back its proposal to hold a single entrance examination, and also take Class 12 board examinations into account in the admission process.
A section of faculty and alumni has vociferously opposed the proposal, claiming that it would dilute the standard of the IIT’s admission process.
There has been speculation about a compromise after the Prime Minister told members of the All India IIT Faculty Federation last week that the autonomy of the IITs would not be diminished. However, with the government holding firm to its stance so far, the IIT Delhi Senate decided to make its own rejection official.

Kanpur IIT,Delhi IIT want to go fo independent Entrance Test of their own, as they say.Why they did not raise this issue in the proper forum on proper time.Secondly, if all IITs go for their own entrance exams as such,how Ministry of HRD reacts to it? Thirdly,how long aspirants of 2013 will be waiting in their ignorance and anguish of huge confusion called ISEET.I opine,there should not be dozens of entance exams to study in IITs.Let it be JEE-IIT or ISEET, eligible candidates will only make to it.How does it matter to IIT alumnis and Kapil Sibals of the country. How and why IITians think they will not have control or say in producing the best of bests?After all,they have been doing it since decades. Everybody who are responsible for this confusion must clarify the method/pattern of IIT Entance Exam 2013.lest millions of future citizrns will suffer.
Minister wants to check the coaching centers and to give importance to school studies anf for purpose he is trying to impose a baseless format for entrance to IIT's and NIT's. this step will only further increase the stress on students, coaching industry will grow further, now it is only for engineering entrances and if this order will come into existence then 12th board preparation will be commercialised to such an extent that ignored public even can't imagine. One thing i want to ask from all, why he want to decrease the stress of students in 10 and 12th class what will happen when time will come for our children to stand on their legs? Will he provide the food to them? It is a very simple theory that to suceed one has to take stress and pain. I appeal to all the parents who want to make their children self dependent and successful, stand against this decision and save the educational Kohinoor (IIT's) of India.
I don't understand why our politicians invest their sincere effort and intellectual thought (if they have one) in obstructing the progress of our country instead of making changes to inefficient systems. IITs have been producing some of the best engineers in the world, so let them do their job. Instead invest your time and effort some where else, for example, the reservation system. Take some bold steps in really bringing a change in the lives of backward people by empowering them rather than giving them more reservations which will benefit neither the backward people nor our country.
Mr Kapil Sibal should focus on improving basc school education. Govt school system has collapse.
The IIT was one institution which had been free from Government interference so far.The HRD Minister has begun to flex his muscles and wants to ruin an institution which has been recognized the world over.By poking his nose into the functioning of the IITs,Sibal will make it a third rate Body whose high standard will soon reach the nadir as is usual with any good and well functioning unit when government/its ministers/officials try to change all existing systems which have stood the test of time and earned the nation accolades.
Mr Sibal claims that IIT councils has cleared his proposal for change. But various units of IIT express differing views on the proposed change. Why not the minister arrange a thorough discussion on this academically and technically, with all the stakeholders including industrialists? The respect and value of the minister will improve if he can convince not only the faculty of IIT but also the silent majority of parents and industrialists.
IITs are the premier engineering institution in India but that is not saying a lot. There is a saying in Hindi that translates to 'The deaf shall rule over the blind'. Reality 1 - The output of IITs are great because the input is great. You take 3000 students from a pool of hundreds of thousands and they have to be the best. The students that graduate out of IITs are great and command respect because they were always good. IITs did not make them good. It may have brought out the good in some students but most would have found a way, IITs or no IITs. Reality 2 - Research in IITs is sub par in comparison to similar universities across the world. How many journal publications, how many inventions and how many products derived from those inventions originated from IITs? We are yet to make an aircraft engine; the Kaveri engine project has been trying for so long (decades) and failed. We are importing GE engines to meet our needs.
There is an alternative to this measure. Rather than expanding the spectrum to a wider group, government needs to adopt measures to extend the quality of education that these institutes offer to other institutions in the nation. Say by enforcing standards at a national level so that every citizen gets access to quality education though they may not be enter the so-called IIT/NIT/IIIT. This is already in practice in US school systems where the high standards' charter school are being tried to extend to low-rated school districts. That way there wont be need to create a rush into a single point of quality education.
None of the ministers in the UPA 2 , including PM,FM,HRDM have done any good so far.There are burning issues like economy, terrorism to attend to IITs. Do they have the skill to separate chaff from wheat.. Moreover, Sibal is a destructive in any thing he dabbles- like 2G scam, protecting PC as his son, putting Ramdev to jail. He is off his beans...
This is the same Mr Sibal against whom - the Supreme Court seeking CBI probe against telecom minister Kapil Sibal and attorney general GE Vahanvati in connection with 2G Scam , Mr.Sibal has no integrity , co Credibility and not even an accredited educationist to be giving dictates to the IIT's . It is because of the IIT's that Companies like Cisco and IBM come to the IIT Campuses to take the best talent from India .
Way to go IIT-Delhi and IIT-Kanpur! I think it would be good if these two (and hopefully all other IITs that want this model) hold a common JEE as they have done before. The politicians are out to water down the standards in the name of standardization and reservation. Some people are suggesting that the engineers end up taking lucrative job offers abroad and do not serve their country. My question to these people is 'Don't they deserve greener pastures?'. After all, they have slogged their tail off to get into these premier institutions! What do you think good students from other reputed non-IIT colleges are doing? They also look out for their best interests whether it is in India or abroad.
From time immemorial, in India, the demand of the IITs have been sky high. The IIT-JEE tests have been acclaimed as one of the world's most toughest engineering entrance examinations by students and alike so far. But drawing close to the resolution extended by honorable Mr. Sibal and his council of ministers, the question which strikes our mind is that, is the decision really favorable? Even though overlooking at the current economic status of the country, the resolution proves to be promising, but hasn't it compromised the sole integrity and structure of the IITs? It actually pains me to say that the very standard of the IIT-JEE tests will be questioned by the people of this generation and future generations to come. So, only for the integrity and purity of the IITs I think Mr. Sibal and his council of ministers should question there resolution once more and check if they are right in judging the future of those really meritorious and promising youth of the nation.
Now, Mr Sibal is trying to make a change in the admission procedure and the IIT Delhi and Kanpur Senates are opposing it. Being sincere citizens of India we are bound to study deeply the suggestion put forward by the Hon. Minister. Instead of supporting or opposing the warring groups, let’s weigh the pros and cons of the suggested change. If there are advantages in the suggestion, let’s accept it. If there are more demerits to the suggested changes, let us renounce it. It is not a question of who wins the battle. It is a question of how we can improve the quality of education. It’s a question of India’s pride. Fruitful discussions, not disputes, are required now. Let’s not turn our faces from changes as that can bring about betterment…
Sibal may be looking at the output quality of these premier institutes from a current
job market perspective. Realities suggest a small fraction of the products serve the
nation in terms of technological advancements and society benefits. Statistics
indicate major percentage of incumbents focus on their individual dreams like
greener pastures for example US and Europe. So he might be coming from that angle
and may be wanting to expand that spectrum to a wider range of students by
extending to 12th standard.
Can something be done by AICTE and the ministry to ensure that the standards of education in Engineering colleges across the country improves. Rote memorization , bossism by authorities who are supposed to nurture are the hallmarks of the education scene. Can the creativity of the students be fully leveraged to build the nation.
Very GOOD. This man Sibbal has been given a job to systematically degrade and substantially devalue the Indian edducation standards and system from Top to Bottom. There is a conspiracy because the foreign power is concerned about the rapid rise of India and has made it known not in unclear manner terming India and China as a threat. While China of course will move on unpurtubed an unstopped, Indians have to be seriously worried about traitors helping the foreign power. This is not a joke and if the media has any excuse to supress such comments it is only working to help those who are working against national interest.

British realized from their own long, historical experience that
while everybody should be legally liable for his wrongs and made to
face court proceedings for the same, the person at the apex of the
whole constitutional system must be given total immunity from
criminal proceedings, otherwise the system could not function. Hence
the King of England must be given total immunity from criminal
proceedings. Even if he commits murder, dacoity, theft, or some
other crime, the King cannot be dragged to court and made to face a
trial.Indian constitution adopts many things from it.
Therefore the HRD minister should not be drawn into a contoversy.
IIT is just one of the CFTI in India. There are many others who are
far better off than IITs. Infact students will get a lot of relief
with a unified test. IITs are worried about their existance. No
commendable research is done at IITs. If you want to verify ,go to

Proliferation of exam will serve no purpose . IITs only want to be a
Super Fine Filter.
Now a days there are no consensus found in field. This is another example other than the Presidential Election. No one is ready to listen to others, may be Senior or Junior. Everyone wishes to display their strength in terms of Money, Muscle and Men...... Further, distrust is all pervading... Does this Planet require these??????? Where are we heading to........?
Nobody can compete the people with gifted or inborn talent.Its baseless to say that Govt's move to conduct common exam will degrade IIT.Let the Govt take a survey from the day IIT's established , how many rural Candidates have got through IIT and how many ,even wrote the entrance examination.There is no quality education in rural areas. Its highly impossible for the talented rural candidate to clear these exams unless the facilites and resource are provided.Govt should make necessary measure to uplift rural education.The students from Urban areas and educated family of higher society only gets into IIT.So my question is why not one unique education system throughout India except language subject and religious subject.Let the panel from IIT may set the common question paper only who clears the exam will get in.Its too irony that this will bring down quality of IIT.If Govt enacts common exam in proper way the competition will be still tough and you can find the world best engineers.

I cannot make any sensible comments unless we understand why IIT (D) deems something is "academically unsound and procedurally untenable.” Equally Ido not understand why Mr. Sibal only reiterates that the IIT Council and other Councils have cleared this idea rather than presenting reasons why the Senates are wrong and the Council is correct
Its not a jolt to Sibal. Its not Sibal vs IITs for God-sake. If Sibal
agrees with the IITs, he doesnt lose. He along with the country wins.

stake.
Everythin was clear. Everthing was streamlined. Students were clear about the process of world's one of the toughest entrance examinations. Now, in the name holding single entrance examination Mr Sibal has just stirred confusion. Now will this decision be final? All these are finally going to affect the students.
What does Sibal know about the intricacies of engineering? IITs cannot be diluted in quality for sake of the whims and fancies of Sibal. IIT-Kanpur and IIT-Delhi are on the right track announcing the conduct of their own entrance exams for 2013 on the patterns of IIT-JEE. Other IITs should also follow the same move as IIT-Kanpur and IIT-Delhi. politicians should not be allowed to spoil IITs - the dream children of Pandit Jawaharlal Nehru.
I welcome the decision taken by IIT Delhi senate.All the things can not be decided by Mr.Kapil who does not even understand the actual demerits of our education system and wants to make changes which do not bring any real change.Integrity of IIT must not be compromised.Only top brains should go to IIT not the Gadhas.... who apply rote learning.What changes are being made to improve the primary,middle and secondary education in our country? Most of the teachers who teach 'Mathematics' do not understand addition and subtraction and they are able to manage teaching students.
hi, i would feel even the pattern now what the Prestigious IIT's following is not up to the mark. It should have preliminary exam with objective containing assertion and reasoning which tests the intellectual capability of the student and a mains paper which will test the both the depth and knoweldge of the subject. This will raise the bar of understanding and knoweldge of the subject withing the students and it will have quality of students in the prestigious IIT's.
It's nice decision which PM was taken so that controlling of private institutes which are earning huge fee's........
