Concern over global doctrine of right to first use of military

“Capitalists using military might to control world resources”

India will have to evolve its own model of socialism, says Yechury


NEW DELHI: Having declared socialism as the only alternative to fight the might of the capital world, the 11th meeting of the International Communist and Workers Parties expressed concern over the emerging global doctrine of right to first use of military.

An emerging view is that irrespective of how the current global economic crisis is overcome, capitalists are seeking to use military might to control world economic resources with the expansion of the NATO (North Atlantic Treaty Organisation).

“In the course of deliberation, concern has been expressed at NATO’s new aggressive strategy of right to first use, as a global doctrine. This is a concern of all parties,” CPI(M) leader Sitaram Yechury said, addressing a press conference at the end of the second day of the three-day meet. Citing the U.S.-led military intervention in Iraq, he said this military offensive would be accompanied by an ideological war against Communism.

The meeting, he said, would conclude on Sunday after adopting a Delhi Declaration and a public meeting that would be addressed by the general secretaries of the CPI and the CPI(M). In addition, solidarity with Cuba and Palestine would be expressed in the form of a resolution.

Mr. Yechury said just as there was no uniform brand of capitalism, it would not be proper to strait-jacket socialism. Different models were evolving over periods of time and India would have to evolve its own model.

Commenting on the decision of Brazil to impose a two per cent transaction tax on foreign investments in equities and fixed income instruments, Mr. Yechury said the Left parties had made a similar suggestion to the UPA government in its first term.

Tax as regulator

“Tax is not just a source of revenue; it also acts as a regulator. For instance, had the tax been imposed on the IT industry, scams like Satyam would not have occurred. The company inflated its books since it did not have to pay any tax.” The Communists were not against the flow of capital but what mattered was who controlled economic power.
