Ban on candidates’ SMSes from Nov. 21

HYDERABAD: Candidates contesting in the GHMC elections cannot send SMS or bulk SMSes of political nature from 5 p.m. on November 21 to 5 p.m. on November 23 as Section 600 of GHMC Act 1955 prohibits display of any election matter by means of cinematography or television during the period of 48 hours before the conclusion of poll.

In a statement, B. Venkateswara Rao, Secretary of State Election Commission (SEC) said that persons violating the norm would be punishable with fine or imprisonment.

He said candidates as well as mobile service providers in the GHMC area have to follow these norms.

The SEC has asked the voters to demand for a tendered vote if their vote is already cast by others. It said instead of walking away helplessly the voter should demand for a tendered vote from the presiding officers. The Returning Officers or presiding officers should also report to the SEC the polling stations where tendered votes cast are not less than two per cent of the total number of votes poled and obtain further instructions from the SEC. It said the authorities should give wide publicity on this aspect creating awareness among the voters.

The SEC has warned that action would be taken against candidates who have not shown the daily expenses account to designated officers or the observers appointed by the Commission despite notices given for the same.

The SEC secretary said that accounts of daily expenses are not being maintained as required by some candidates and Returning Officers can lodge complaints against such erring candidates for suitable action.

All the contesting candidates have to submit their day-to-day election expenditure accounts at least thrice during the process of election.
