‘The mechanisms can also be used to address the issue of pendency of cases’ KOCHI: The scope of alternative dispute redressal mechanisms should be explored for delivering real and speedy justice, said S.R. Bannurmath, Chief Justice of the Kerala High Court. He was speaking after inaugurating a seminar on mediation, negotiation and conciliation and application of internet technology in e-auctioning and e-tendering here on Monday. The seminar was organised by the Kerala State Legal Services Authority in association with the Kerala High Court Advocates Association, People’s Council for Social Justice, Law Society of India and Matex Net Private Limited in connection with the national legal services day celebrations. The mechanisms could also be used in addressing the issue of pendency of cases too. Mediation had provided good results in Karnataka where it was tried earlier. Nearly 60 per cent of the 6,000 cases that came up during two years could be settled through mediation. If not settled through mediation, these cases could have taken even decades to complete, he said. In his presidential address, Kurian Joseph, judge of the High Court of Kerala and the executive chairman of the Kerala Legal Services Authority said that Article 51 A of the Indian constitution which deals with the fundamental duties of the citizens would be displayed in all public places including educational institutions for creating a civic sense among the people. K. Balakrishnan Nair, Judge, High Court of Kerala and the chairman of the High Court Legal Services Committee, J.B. Koshy, former Chief Justice of High Court of Patna, P. Mohandas, member secretary of the Authority and the district judge and M.P. Krishnan Nair, general secretary of the People’s Council for Social Justice, attended. John G. Shulman, Public Attorney, USA and S. Jagannivasan of the Matex Net participated in the seminar session. The Ernakulam District Legal Services Authority on Monday observed the Legal Services Day by organising a function at the Lions Service Centre, Kadavanthra. It was inaugurated by Justice Kurian Joseph. Ernakulam Principal Sessions Judge D. Pappachan presided. Ernakulam Chief Judicial Magistrate K.A. Baby; Principal Sub-Judge and secretary of the District Legal Services Authority, B. Vijayan; Ernakulam Bar Association president George Merlo Pallath and others spoke.
