CHENNAI: The State government should have broad-based consultations with all stakeholders and, if necessary, form a committee to look into the controversy over not permitting CBSE students to participate in tournaments conducted by the School Education Department, and arrive at a proper solution, the Madras High Court has said. That should be crystallised in the form of a government policy in consonance with the constitutional mandate, considering the interest of school-going children in the State. In his order on a batch of petitions, Justice K. Chandru said till such a policy was spelt out and adopted, no CBSE student should be prevented from participating in sporting events conducted by the School Education Department. Mr. Justice Chandru said it was entirely for the State government to frame guidelines for forming an appropriate committee. Students of CBSE schools/parents and managements of the schools in Tamil Nadu had sought to quash an order of July 23 last year and direct the Secretary, School Education Department and the Director of School Education (DSE), to permit the petitioners to participate in all school-level sports meets and competitions organised by the department and the Director of School Education, including the School Games Federation of India. They should be considered on a par with the State Board students on the basis of certificates issued in such common sports meets/competitions up to national level for determining selection to professional and educational courses under the sports quota. By the order, the DSE had directed his subordinates not to permit CBSE school students to participate in various tournaments conducted by the School Education Department for academic year 2008-2009. It had also revoked the permission granted to them for participating in the events earlier.
