KOCHI: Ombudsman for Local Self-government Institutions M.R. Hariharan Nair has directed the Kochi Corporation to take immediate steps to pay Rs. 1 crore it owes to the Andhra Pradesh Technology Development Corporation (APTDC) in connection with the operation of the solid waste treatment plant at Brahmapuram. Mr. Nair said that the undue delay in settling the issue would have to be construed as administrative lapse. The observations were made when the Kochi Corporation informed the Ombudsman that paying off the dues to APTDC would require the approval of the Kozhikode-based National Institute of Technology. Earlier the Corporation had said that the payment could be made as soon as the approval of the FACT Engineering and Design Organisation was received. The Corporation secretary had been asked to take necessary steps regarding the acquisition of additional land adjoining the treatment plant by bringing the matter to the notice of the secretary of the local self-government department. Mr. Nair asked the Corporation authorities to hold discussions on the demand of FACT to remove the manure remaining stockpiled within the plant premises. The Corporation told the Ombudsman that tender measures for buying covered vehicles for moving garbage and measures for the construction of compound wall around the treatment plant was progressing. It was also informed that tender procedures for plastic waste treatment plant had been accorded approval on July 7.
