Findings of World Bank report ‘Doing Business in India 2009’


Capital rated top in getting construction permits

Report deals with 7 factors for starting business


HYDERABAD: For the second consecutive year, Hyderabad has been ranked second by the World Bank among the cities in India where business can be set up with maximum ease.

It has been ranked next only to Ludhiana in ease of starting a business while it has been rated the fastest in obtaining construction permits.

A permit can be had in 80 days flat, an achievement that makes it stand 19th among the 181 national economies.

These are some of the findings of a World Bank report, ‘Doing Business in India 2009’. It deals with seven main parameters relating to processes involved for starting a business, dealing with construction permits, registering property, payment of taxes, trading across borders, enforcing contracts and closing a business followed in 17 main cities across the country.

Authorisation

While obtaining authorisation to start a company was fastest in Noida where it takes 30 days, obtaining all clearances and permits to build a new warehouse and hook it up to the utilities would take about 80 days in Bengaluru and Hyderabad, twice as fast as OECD average of 161 days. Kolkata where it would take 258 days had been found to be slowest in this regard.

Simplified process

The number of procedures to formally open a business ranges from 11 to 13 across the cities, but Andhra Pradesh and Orissa simplified the process for entrepreneurs by consolidating registration for both value-added tax and profession tax at the Commercial Tax office.

Building permit

Hyderabad and Bengaluru both process building permit within statutory limit of 30 working days and the two cities along with Chennai and Ahmedabad had the most advanced computerised building permit process.

It would take around two years for resolving a commercial dispute in Hyderabad which is same as Kochi and Bhubaneswar, compared to four years in Mumbai.
