Compensation ordered for delay in sanction of loan

BERHAMPUR: The District Consumer Disputes Redressal Forum (DCDRF) in Malkangiri district has come up with a decision which can be an eye opener for callous officials.

The DCDRF recently passed an order against the assistant director of State Fisheries Department and the Union Bank of India for delaying sanction to a poor beneficiary. The members of the DCDR felt that this delay had drastically affected financial condition of the poor peasant.

The Consumer Forum ordered the bank and the Fisheries Department to pay a compensation of Rs. 50,000 to Gouri Raut of Malkangiri town. The complainant had applied for loan to take up fish farming under the Fish Farmers Development Agency. As per the complaint filed by her she had applied for a loan for Rs. 2.60 lakhs to dig up a fish pond at Boilapara Mouza under Korukonda revenue circle. The loan was applied through the office of the assistant director of Fisheries in Malkangiri in 2006.

She had also deposited user fee of Rs. 1300 along with her application. The Fisheries Department had made field survey and her loan application was recommended to the local branch of UBI for further processing. The bank officials also had their independent enquiry. They were satisfied with the field enquiry and the attached documents in support of the loan. Both bank and Fisheries Department officials assured her that she would get the loan to take up pisciculture on her land. But things did not progress as per promise.

According to DCDRF president Bijay Kumar Mohanty, the complainant after getting assurance, took steps to prepare land for fish farming. Earlier it was being used for paddy cultivation. But the loan did not get sanctioned for unknown reasons. The forum did not find any plausible reason for the delay. As per the verdict, she incurred heavy losses due to non-cultivation of any crop on the field.
