Indian judicial service may be introduced: Moily

‘Steps will be taken to ensure zero vacancy in High Courts’

DHARWAD: Union Minister of Law and Justice M. Veerappa Moily has said that the Centre is planning to introduce Indian judicial service on the lines of administrative services.

Inaugurating the “Planting of millions of saplings” programme, organised to mark the first anniversary of the Circuit Bench of the Karnataka High Court in Dharwad, near WALMI premises here on Saturday, Mr. Moily said that as the President had stated recently the coming years would see several judicial reforms.

The Union Minister said that more funds would be provided for modernising subordinate courts and steps would be taken to fill vacant posts of High Court judge. Mr. Moily said the Government would take steps to ensure zero vacancy in High Courts within two years.

There was a need for capacity building in the judiciary and also for ensuring quality judgements were delivered, he said. State governments accounted for 58 per cent of the litigants in various courts and the issue would be taken up with them, he said.

Mr. Moily said that it had been decided to set up rural courts across the country, and the Union Government would provide Rs. 962 crore for the purpose. As far as maintenance of rural courts was concerned, both the Union and the State governments would be sharing the cost, Mr. Moily said and added that he had written to the State governments in this regard. On the appeal made by Chief Minister B.S. Yeddyurappa and others on converting the circuit Bench in Dharwad into a permanent Bench, Mr. Moily said he would take steps to get the approval for the same.

Earlier, addressing the gathering, Mr. Yeddyurappa termed the setting up of the Karnataka High Court Circuit Bench in Dharwad a milestone in the path of providing speedy justice to litigants. Minister for Law, Justice and Human Rights S. Suresh Kumar, Speaker of the Legislative Assembly Jagadish Shettar, Chairman of the Legislative Council Veeranna Mattikatti spoke about how the circuit Bench had helped litigants in getting speedy justice. They also appealed to Mr. Moily to take steps to convert the circuit Bench into a permanent Bench.

Chief Justice of the High Court P.D. Dinakaran said that judiciary was doing a lot to cater to the needs of litigants. However, in spite of that there was delay in providing justice, he said and added that a joint effort by the three wings of democracy could help find solution to the problem.

Advocate-General of Karnataka Ashok Haranahalli, High Court judges including V. Gopala Gowda, Manjula Chellur, K.L. Manjunath and Mohan Shantanagoudar; Minister for Major and Minor Irrigation Basavaraj Bommai and MP Pralhad Joshi were among those present.
