The anti-ragging law was pending approval since 2007 ‘There should be blend of teaching with research’ PANAJI: Goa Governor S.S. Siddhu called for stern action against ragging in the State through effective implementation of The Goa Prohibition of Ragging Act, 2009. Mr. Siddhu said he had given assent to the Bill recently and the same had been notified as an Act. The Governor was addressing a gathering at the Silver Jubilee celebration of Goa University in city on Tuesday. The Governor, who is the Chancellor of the Goa University, said with the enactment of the law, the managements of educational institutions had a primary responsibility to implement the Act effectively to “curb the worrisome menace.” The anti-ragging Act was pending approval since 2007. It authorises heads of institutions to file fact-finding reports and makes them abettors in ragging if they fail to take cognisance of complaints pertaining to the act which sometimes drives the victims to commit suicide. In his keynote address, P. Balaram, Director of Indian Institute of Science, Bangalore, said that an ideal university was one which blends good teaching with quality research, and exhorted the university to grow bigger and better. Chief Minister Digambar Kamat assured the university of government assistance after the Vice-Chancellor Dileep Deobagkar highlighted the funds crunch it was facing as it was expanding its activities and projects. Former Vice-Chancellors of the university P.R. Dubhashi, B.S. Sonde, and P.S. Zakarias were felicitated.
