CHENNAI: The video-conferencing facility at the State Information Commission (SIC) which will help petitioners fight their cases from the respective district headquarters towns would be ready for a trial run in early July, State Chief Information Commissioner S. Ramakrishnan said here on Monday. The facility is now being used by the Central Information Commission (CIC) and there were grants from the government to ensure all State Information Commissions used it. Although funds were available, the process was delayed because of the general elections in May. Tendering process“ELCOT (Electronics Corporation of Tamil Nadu) has handled the tendering process. ELCOT officials have informed us that the equipment costing Rs.12 lakh is almost ready. We will do a trial run in early July and full-fledged operations should start by the end of July or early August,” says Mr. Ramakrishnan. The SIC is the highest appellate authority in the State for petitions under the Right to Information Act. While a number of petitions to the Commission come from the districts, the appellants have to travel to Chennai, where the Commission sits. “Nearly 90 per cent of the cases we handle come from the districts. We have made it a point to travel to the districts periodically to dispose of the cases and save petitioners the cost both in money and time of travelling to Chennai. But there is a piling up of cases that we cannot avoid,” Mr. Ramakrishnan says. With the district Collectorates linked to the Tamil Nadu State Wide Area Network, once the SIC is also provided video-conferencing facility, petitioners need to go only to the respective district headquarters for the Commission’s hearings.
