LRS deadline extended to August 31

After three extensions, BPS scheme closed on July 15, 2008 while LRS given further extension


HYDERABAD: The government issued orders here on Tuesday extending till August 31 the deadline for regularising unauthorised layouts and plots in all municipal areas and urban development authorities in the State.

The earlier deadline for what is known as the Layout Regularisation Scheme was June 30.

The GOs for the Building Penalisation Scheme and Layout Regularisation Schemes on payment of stipulated penalty charges were issued on December 31, 2007. After three extensions, BPS scheme was finally closed on July 15, 2008 while LRS was given time till June 30 this year.

The proposal for extending the deadline came from the Greater Hyderabad Municipal Corporation and from the people to synchronise those applications submitted by both BPS and LRS as they had constructed buildings in unauthorised layouts. The response to LRS picked up only after the repeal of Urban Land Ceiling Act in 2008 as plot owners were earlier reluctant to pay part of penalty without the title deeds in their names.

In some cases, those who bought plots in unauthorised layouts were not keen to regularise their plots as they had no intention of taking up construction in the immediate future. But with the message that the regularised plots would fetch better price and owners of regularised plots could take up construction any time they chose, response had increased, officials said.

The number of those applying for LRS also saw an increase after the High Court upheld the BPS scheme. Extension would not do any harm as the GO clearly stated that plots registered before December 15, 2007 could be regularised.
