Former Adviser to Goa government dead

PANAJI: The former Adviser to the Goa government and retired IAS officer, Alban Couto (80), passed away on Saturday following a prolonged illness.

Mr. Couto, who served in Goa, Bihar and many other States, was also posted in London in the eighties as director of the Industrial Division of the Commonwealth Secretariat.

Besides serving as the first Development Commissioner of Goa in the post-liberation period, Mr. Couto till recently also headed the second Goa State Finance Commission.

When Goa was under President’s rule from February to June 1999, he was one of two Advisers to the then Governor J.F.R. Jacob.

In 2003, Mr. Couto was appointed an Adviser to the State government.

He maintained an active interest in issues related to Goa and its welfare.

Married to noted author Maria Aurora Couto, he is survived by his wife, two sons, Vinay and Vivek, and a daughter, Veena.

Goa Governor S.S. Sidhu, Chief Minister Digambar Kamat and the former External Affairs Minister, Eduardo Faleiro, condoled the death of Mr. Couto, describing him as one of the eminent Goans who had the interest of Goa at heart.
