60 got jobs in bank through fake papers: Buta Singh

Candidates in most of these cases have approached the court

HAL is following roster system of reservation for promotion


BANGALORE: Sixty employees have managed to get jobs, meant for Scheduled Castes, in the Canara Bank by furnishing false caste certificates, according to the National Commission for Scheduled Castes.

The five-member commission headed by Buta Singh noticed this while reviewing the implementation of the reservation policy in the Canara Bank on Friday.

He addressed a press conference here on Saturday before leaving for Delhi.

Mr. Singh expressed dissatisfaction over the action initiated by the bank authorities against such frauds.

“Instead of initiating swift action against such people, the bank has allowed them to approach the court and get a stay so that they would continue in the posts till the case is settled,” he said.

Of the 60 cases, the bank terminated 26 persons. Sixteen of them have approached the courts and got stay orders.

Similarly, the bank has sought some clarifications with respect to 20 cases from the Union Finance Department.

Mr. Sing said he would hold another round of meeting with top officials of the bank in Delhi and examine if there was a need to take action against the bank officials concerned for their alleged negligence.

He alleged that the reservation norms being followed by the bank for recruitments and promotions were not in total conformity with those prescribed by the Union Government. He would hold consultations in this regard with the bank authorities in Delhi.

Dr. Singh, who reviewed the implementation of reservation policy in HAL, said the roster system of reservation being followed by the HAL for promotions and direct recruitments was slightly different from that prescribed by the Centre. Further consultations would be held in this regard with the HAL authorities.

He said the Commission had received complaints from the employees about Canara Bank and HAL regarding not complying with the norms in recruitments and promotions.

The Commission would undertake a review of the implementation of the reservation policy by the State Government and protection given to the SCs in the State after the legislature session ends on July 15, he said.

Replying to queries on where Karnataka stands in the country in terms of security of SCs, Mr. Singh said: “The security issue for SCs is very alarming in Tamil Nadu. Karnataka and Andhra Pradesh are the States which come in the second position in the Southern region after Tamil Nadu in terms of security problems for SCs.”

He maintained that the implementation of reservation policy for Dalits was not at all effective in the country. “Both the ruling and Opposition parties compete with one another when it comes to continuing the reservation benefits for SCs by extending its time duration in Parliament.

But none of them show the same enthusiasm in ensuring that these benefits reach the beneficiaries effectively,” he alleged.

Commission’s State director Chitra Arun pointed out that Karnataka had 402 cases of atrocities against SCs which were being looked into by appropriate authorities.
