BANGALORE: The State Government has decided to transfer teaching and non-teaching staff of government colleges through counselling this academic year (2009-10). The Directorate of Collegiate Education has come out with guidelines for transfers of teaching and non-teaching staff of all first-grade government colleges in the State. It has decided to limit the transfers to 5 per cent of the staff in colleges. It has also categorised colleges into five divisions based on their location in rural and urban areas. A Cadre Management Authority headed by Minister for Higher Education has been constituted to take decisions on transfers of Grade ‘A’ employees. Similarly, an authority headed by Director, Directorate of Collegiate Education, had been formed to take decisions on transfer of Group B, C, and D employees, said an official note. The guidelines stipulated that teachers serving in colleges located in urban areas could seek transfers to colleges located in rural areas. It has banned mutual transfers of lecturers teaching in colleges in urban areas. The Collegiate Education has decided to fill vacancies through the Karnataka Public Service Commission, it said.
