Court imposes fine on C.V.S.K. Sarma

Verdict given in contempt case against two officials

Court rejects technical plea put forward by the officials and imposes fine


HYDERABAD: Justice A. Gopala Reddy of the High Court on Friday imposed a fine of Rs. 10,000 each on C.V.S.K. Sarma, senior IAS officer, and another official for violating the court orders and resorting to the demolition of a shop.

The judge was allowing a contempt case filed against C. V. S. K. Sarma who at the time of initiating the proceedings was the Commissioner of GHMC. He is currently Principal Secretary in the Municipal Administration Department. The second officer punished by the court is V.S. Shama, then Assistant Commissioner.

Mohammad Moinuddin of Jambagh filed a writ petition that the authorities were going ahead in demolishing his small shop with shutters (mulgi) in the name of road widening. As he had purchased it from the previous owner, his property could not be destroyed or taken away without notice and payment of compensation.

Technical plea

The officers tried to raise a technical plea that the records of the GHMC did not contain the name of Moinuddin and hence, he was not consulted.

They said that consent from the previous owner was obtained.

Justice Gopala Reddy did not appreciate the stand of the officers and wondered how they went to another person to serve the notices. Rejecting their apology, he imposed a fine of Rs 10,000 each on the two officials and made it clear that if fine was not paid they have to undergo imprisonment of one week.
