‘Peshis’ of IAS officials under the scanner

HYDERABAD: Close on the heels of the move to prevent undesirable officials from manning the offices of Ministers, the Andhra Pradesh government is now contemplating cleaning up the ‘peshis’ of IAS officers, top bureaucrats and heads of departments in the Secretariat.
However, as in the case of appointment of personal secretaries and personal assistants of Ministers, intelligence reports about the antecedents and backgrounds of the persons to be posted or to be continued in the peshis of officers, is not likely to be made mandatory.
Norms being prepared
Guidelines are being prepared by the General Administration Department to specify the parameters and standards within which the postings or deputation to the peshis of senior officers can be made.
Under the present rule, persons to be posted in the ‘peshis’ of IAS officers, bureaucrats and heads of departments will necessarily have to be in-service employees of the government from the same department.
Key role
However, in some cases, the affinity developed by the employee with the IAS officer or the latter’s preference for a particular employee plays a key role in these appointments. Because of this link, staff in the ‘peshi’ are often found to be used for other purposes, it is alleged.
