BANGALORE: Leader of the Opposition in the Legislative Council V.S. Ugrappa on Friday accused Secretary to Government in the Department of Finance Ajay Sait of withholding information on the plan and non-plan expenditures during 2008-09 . The Congress leader told presspersons here that the officer on May 22 expressed his inability to give full details on the budgeted expenditure as his department was yet to get them from various other departments. It would be available after they were finalised by the Accountant-General by July/August. However, Mr. Ugrappa said that the official provided some details on the basis of the head of accounts and the statistics in the form of an Action Taken Report (ATR) and the provisional statistics furnished by the AG to him. Quoting those figures, Mr. Ugrappa said that it showed that the Government had a deficit of over Rs. 9,500 crore, including Rs. 7,000 crore it had taken as loan. Moreover, he said that the Chief Minister had been provided all the information by the department, which was denied to him for over two months, which attracted the provisions of the Rules of Privilege of the Legislative Council.
