Supporters of the Congress and the Janata Dal (Secular) blocking National Highway-7 in Chickaballapur on Thursday. CHICKABALLAPUR: The Chickaballapur district administration on Thursday booked criminal cases, including that of theft, against Congress candidate M. Veerappa Moily, Janata Dal (Secular) candidate C.R. Manohar and four Congress MLAs. District Additional Magistrate G.S. Naik told The Hindu that Mr. Moily and Mr. Manohar had come to the Deputy Commissioner’s office on Thursday to file nomination papers along with hundreds of their supporters in several vehicles. According to the model code of conduct, only five persons are allowed to accompany the candidate to the Returning Officer’s office for filing the nominations As the supporters of Mr. Moily and Mr. Manohar had come in hundreds of vehicles in violation of the model code of conduct and also blocked the National Highway-7 right in front of the Deputy Commissioner’s office, the officials seized 58 vehicles, Mr. Naik said. Even after the officials declared that the 58 vehicles had been seized, the supporters of the two candidates drove away the vehicles. Therefore, a theft complaint has been lodged against Mr. Moily, Mr. Manohar and others, Mr. Naik said. As Congress MLAs M.C. Sudhakar (Chintamani), N.H. Shivashankar Reddy (Gauribidanur), N. Sampangi (Bagepalli) and Venkataswamy (Devanahalli) and the former Gauribidanur MLA S.V. Ashwathnarayana Reddy were part of the convoy, they have also been named the accused in the theft case as well as that relating to violation of the model code of conduct, he said. The police and Transport Department officials have been directed to trace and seize the 58 vehicles and take necessary action. Besides, a FIR has been lodged against Mr. Moily, Mr. Manohar and the four MLAs under the Section 171 C of the Indian Penal Code, which is a non-bailable offence. The Section 171 C relates to undue influence in regard to the free exercise of any electoral rights, he said. The officials have seized eight vehicles belonging to Congress and Janata Dal (Secular) in addition to the 58 that were taken away, Mr. Naik said. Nomination filedMr. Moily submitted two sets of nomination papers to Returning Officer Anwar Pasha. Along with his nomination papers, Mr. Moily also submitted a copy of his resignation as Chairman of the Administrative Reforms Commission, which was an office of profit.
