P.K. Sreemathy says the system will improve the quality of services in medical colleges. Thiruvananthapuram: The government has decided to implement the residency system for postgraduate medical training with immediate effect in all five government medical colleges in the State. In a surprise announcement at a function organised to launch the Dots Plus treatment for Tuberculosis here on Tuesday, Health Minister P.K. Sreemathy said the government was finally moving ahead with the implementation of the residency system, bearing a huge annual financial commitment of Rs.11 crore, as this would pave the way for improved quality of services in medical colleges. The residency system could mark a new chapter in the medical education scenario, paving the way for better medical education training and research. Regulated by the Medical Council of India, it is considered patient-centric and responsibility-based as a resident will function as a responsible staff member in his/her respective department and carries out emergency duties, round-the- clock patient care, as well as duties as a undergraduate teacher. A resident is a temporary employee of the institution and will be eligible for all benefits of temporary government employees. All postgraduate students doing MD/MS/Diploma/DNB (General Specialities) courses will henceforth be Junior Residents, who will be paid an enhanced stipend of Rs.18,500 instead of the current Rs.10,000. All postgraduates doctors doing super-specialty courses (DM/MCh/DNB super-specialties ) will be regarded as Senior Residents (Non-Academic) and their stipend has been hiked from Rs.12,500 to Rs.21,500, the Minister said. The stipend of house surgeons has also been hiked from Rs.5,300 to Rs.7,000. She said the government was seriously considering the creation of 241 temporary posts of Senior Residents (Non-Academic). Doctors with PG qualification may be appointed in medical colleges at the entry cadre of Assistant Professors.
