Russia told West Germany in a note on January 10 that due to the absence of a peace treaty, “German militarism is again rearing its head and gaining strength in the Federal Republic,” Tass reported on January 11. The note, handed to the West German Ambassador with a Soviet draft peace treaty with Germany, continued: “This cannot but worry the Soviet people and other European peoples on whom militaristic Germany has repeatedly visited grave calamities and sufferings.” A peace treaty would provide a sound basis for a rapprochement between the two German States (East and West Germany) and for overcoming the deep differences which still block the way to the reunification of both countries.
