NEW DELHI: Delhi Commission for Women chairperson Barkha Singh on Saturday urged Delhi’s Lieutenant-Governor, Police Commissioner and the Chief Minister’s Principal Secretary to enforce urgent action banning use of tinted glasses in vehicles plying on the Capital’s roads. In a written communication to them, Ms. Singh apprised them of recent incidents of crime against women, especially the most heinous crime of criminal assault that “brings into focus the necessity of consolidated action by all agencies concerned”. Expressing concern over the open violation of Rule 100 of the Central Motor Vehicles Rules, 1989, she said as per the rule glasses of windscreens and rear-window of motor vehicles should have a visibility of at least 70 per cent and those of side windows a minimum visibility of 50 per cent. “Since action by the police is insufficient on implementing this rule, violators are freely moving around the city flouting the norms set by the law. Rape cases in moving cars have been extensively reported recently in Delhi and also in the surrounding areas of the city. Most of the cars coming to Delhi from the adjoining States do carry tinted glasses giving zero visibility of what is happening inside,” she wrote. Stating that the police do not seem interested in enforcing this law, Ms. Singh said they were giving a free hand to the vehicle owners and drivers to commit any kind of lawlessness inside.
