Include only the needy in EMS housing scheme: Minister Cooperation of local bodies in food security schemes sought Kozhikode: It is the duty of the elected representatives in local bodies to ensure that there are no obstacles in executing development projects in time, Minister for Local Self-government Paloli Mohammed Kutty has said. The Minister was addressing a convention of the heads of three-tier local bodies in north Kerala on Monday. Local body leaders should use their authority to put down tendencies shown by some employees to obstruct execution of development projects. Firm and timely action was needed for completing projects, he said. RedeploymentThe Minister admitted that the delay in redeployment of employees had created problems in project implementation. There had been a decrease in the number of employees who were identified in 1998 for redeployment. This was because the launch of new programmes in various departments had led to an increase in workload, the Minister said. Some employees had obtained stay orders from courts, he added. The court is expected to pronounce its verdict in these cases on January 10. The Minister also appealed to chiefs of local bodies to ensure that only those who fully deserved the benefits were included in the list of beneficiaries of the EMS housing scheme. This was necessary for the government to achieve its target to provide houses for five lakh people in three years, Mr. Paloli Mohammed Kutty said. The Minister also called upon those present to help the government in achieving its goal of making all panchayats win the Nirmal Award of the Centre for sanitation. The national rural employment guarantee programme should be implemented in such a way that it would benefit the agriculture sector. Wayanad and Palakkad districts are being taken as models for implementing this project, the Minister said. Panchayats had been asked to take up cultivation on 10 acres of uncultivated land each to tackle the food deficit. Shortage of agricultural labourers should be made up with the support of Kudumbasree units, he said. Presidents of local bodies from Kasaragod, Kannur, Wayanad, Kozhikode and Malappuram districts attended the function. Local Self-government Secretary T.K. Jose; Eapen Varghese; Kudumbasree Mission Director Sarada Muraleedharan; Rural Development Commissioner V.N. Jitendran and Sanitation Mission Director Ajoy Kumar Varma also spoke at the programme.
