Digital resurvey records from Thycaud village office

Special Correspondent

Thiruvananthapuram: The Thycaud village office has been geared up to offer better services to the public.

The resurvey records at the office have been updated and handed over to the Revenue administration. All services based on the new digital records are available from January 1, Revenue Minister K.P. Rajendran said here on Wednesday.

The pilot project for the resurvey of the Thycaud village, which began on May 2, was completed by the employees in six months with the support of people’s representatives, voluntary agencies and residents associations.

Revenue officials involved in the resurvey used Total Stations and Global Positioning System (GPS) equipment to map the village. Digitised sketches were prepared by the National Informatics Centre (NIC) using open software. The FMB (Field Measurement Book) counter established at the office provides ownership details and sketch of each landholding.

Touch-screen kiosks were set up by the NIC at the village office and Survey Directorate for the public to access sketches. Each landholder will be provided with a ‘record of right’ to establish ownership.

Land transaction

Every land transaction after the resurvey is to be recorded in the village register using digital technology

Even though the digital records were officially notified in December 2007, a hitch in the computer software led to the delay in handing it over to the revenue administration. In the meantime, 9,670 digitised sketches were distributed to landowners. The Minister said landholders could remit land tax at the village office from January 1, according to the digitised records. He said the public could refer their grievances to the District Collector. Copies of the revised land records would be available at the survey offices on payment of the prescribed fee.

Spread over 548.61 hectares, the Thycaud village has 13,843 landholdings. While the Central government owns about 56 acres, the State government is in possession of about 500 acres. Another 25 acres is owned by government and quasi-government institutions. About 775 acres is in the hands of private landowners. The government has announced that the Thycaud model resurvey would be extended to 30 villages in the Thiruvananthapuram taluk.
