Non-Resident Keralites’ Welfare Bill passed

The only new legislation to be passed by the House during the session

THIRUVANANTHAPURAM: The Assembly on Thursday passed the Non-Resident Keralites’ Welfare Bill which seeks to cater to the welfare of non-resident Keralites by providing for pensions and other benefits.

The Bill proposes constitution of a welfare fund and promotion of companies, cooperatives or other organisations for their welfare.

The welfare scheme to be prepared under the legislation will cover the non-resident Keralites and his or her dependents. Overseas Keralites becoming members of the fund are to pay a contribution of Rs.300 a month. Keralites employed in other parts of India need pay only Rs.100 a month.

Labour Minister P.K. Gurudasan, who piloted the Bill, said that about 40 lakh Keralites were working abroad and in other parts of the country. After the Minister’s reply, the House passed the legislation.

House adjourned

Later, announcing the adjournment of the House sine die, Speaker K. Radhakrishnan said the Bill was the only new legislation to be passed by the Assembly during the session.

Of the 16 Bills passed by the House during the 13 days of its sitting, 15 were Bills to replace Ordinances. Six standing Ordinances could not be replaced.

The House had voted the supplementary demands for grants for the current year and dealt with 28 call attentions and 188 submissions.

The Speaker also told the House that Legislature Secretary N.K. Jayakumar was leaving to take up assignment as the Vice-Chancellor of the National University of Advanced Legal Studies.

For lottery agents

The Assembly on Thursday passed the Kerala State Lottery Agents’ and Sellers’ Welfare Fund Bill, seeking to set up a fund for extending pension and other benefits to those selling paper lotteries in the State.

Lottery agents and sellers who register their names under the scheme envisaged by the Bill have to pay a nominal amount as monthly contribution to the fund.

The government will put in one per cent of the total proceeds of its lottery sales as its contribution.

Head-load workers Bill

The Assembly on Thursday passed the Kerala Head-load Workers (Second Amendment) Bill, 2008, seeking to replace an ordinance under which the number of committees formed under the original Act in different parts of the State had been reduced from 34 to 15.
