NEW DELHI: The Catholic Bishops’ Conference of India (CBCI) on Wednesday wrote to the Prime Minister seeking a more comprehensive definition of “terrorist” in the Unlawful Activities (Prevention) Amendment Bill, 2008, introduced in the Lok Sabha on Tuesday. Drawing attention to the definition of terrorist in Section 15 of the principal Act, the CBCI noted that the definition of a terrorist in this particular section was limited in comparison to what was given in the National Security Guard (NSG) Act, 1986. “The definition of terrorist in the NSG Act includes anyone who tries to adversely affect harmony among different sections of people.” Hate campaignsAccording to the CBCI, the definition of terrorist included in the NSG Act should be used in view of the communal violence that take place in the country through inflammatory speeches and hate campaigns towards religious minorities by anti-social elements.
