The police personnel in Coimbatore Range have been issued a set of guidelines in an attempt to bridge the gap between the police and the people, writes V.S. Palaniappan In an attempt to bridge the gap between the police and the people, the Deputy Inspector-General of Police, Coimbatore Range, P. Sivanandi issued a set of guidelines for the police personnel of 118 police stations coming under the 20 sub-divisions in Coimbatore Rural, Erode and the Nilgiris districts. The public still have apprehensions and reservations about approaching the police because of the image of the police in the eyes of the public. Such a colonial hangover needs to be eliminated. People should get the confidence that they can visit police stations on their own without recommendation from influential persons or top officials. ‘Police personnel are being sensitised on the need to have a friendly approach towards people who come to the police station and eradicate complaints of ill-treatment and use of abusive language. This will transform the image of the police from being a force to being a service. The first instruction was that whenever there is information over phone about any incident, the police should record the time of the call and the time of visiting the place. On visiting the scene, police should conduct enquiries and file a First Information Report (FIR). The complainant should be provided with two copies of the FIR either on the spot or by door delivery. Providing FIR copy to the complainant is not a service or obligation, but the duty of the police, he reminded. This would remove the scope for complaints about corruption in giving FIR copies. Inspectors of jurisdictions and sub-division officers should undertake the responsibility of eliminating offences such as illicit distillation, sale of lottery tickets and illegal arbitrations in their limits. If such offences take place, the jurisdiction officer and the sub-division supervisory officer would be dealt with disciplinary departmental proceedings. The relationship between the police and the people should be nurtured in such a way that the people should never hesitate to call the police and pass on information. By establishing a pleasant relationship with the people, the police in the jurisdiction will have a well-equipped information flow so that the reaction time of the police will be faster and crimes could be prevented. Crime-prone pockets should be identified and the police should concentrate more on these places so that various channels for flow of information could be established. Jurisdiction police officers should give their phone numbers to the people and collect the phone numbers of important people in different pockets and keep the channels for communication alive. To ensure preventive policing, Mr.Sivanandi urged the need for effective, visible and frequent patrolling especially night patrolling. There should be frequent checks at bars and shopping areas to prevent sale of spurious liquor and pirated CDs. Mr.Sivanandi said that special teams were being formed in every sub-division for detecting unresolved cases. He added that police personnel would be rewarded with Rs. 250 if they resolved undetected cases. He also insisted on a morning roll call at every police station, where the personnel should take a vow to discharge their duties effectively and try to do atleast one good work a day. If these guidelines were practiced sincerely, then the performance chart of the station, sub-division and district would definitely show an upward growth. To prevent occurrence of crime, the personnel at the station level have been asked to secure Out of View criminals i.e., ex-convicts and habitual offenders.
