OCS applicants to stage protest

Delay in completion of examination process the trigger

778 candidates alleged that they were excluded from merit list


BHUBANESWAR: Protesting inordinate delay and differential treatments in examination processes, applicants of Orissa Civil Service (OCS) examinations have decided to stage demonstrations in front of residence of Chief Minister Naveen Patnaik from December 16.

They alleged that Orissa Public Service Commission (OPSC) messed up the whole OCS examination process for selecting 380 candidates to premiere State-level services.

Advertisement for this OCS examination was publicised way back in 2006. Three years would pass soon, but aspirants had no idea as to when OPSC would complete the process.

Controversy cropped up following Orissa High Court’s direction to keep the reservation ratio at 50:50. It led to series of legal cases that hampered the examination process.

But OCS aspirants charged that the State government on its part had delayed to react for reasons best known to it which made the matter worse.

In the first phase 3,730 candidates were selected to appear the main examination. The main examination was held on May 27.

However, their results could not be declared as per the court orders.

But 778 candidates from unreserved category alleged that they were excluded from merit list for no fault. Subsequently, they approached State Administrative Tribunals which on September 2, 2008 asked the OPSC to conduct separate examination for 778 applicants and declare results within four months.

The examination process for the second examination should have been completed by January 2.

Now, many candidates from earlier 3,730 group alleged, “we have got definite information that the main examination will be conducted in the months of February and March. This is the first instance in the history that main papers of OCS examinations are being conducted in two phases.”

“While we were given three months time before the main examination, the second group have got six months time for preparation. They are expected to do better in comparison to us,” they pointed out.

These candidates have warned the State government to take immediate decision on this matter by December 15, otherwise they would have no option but resorting to path of agitation.
