The average annual income to get classified as Special Grade Municipality has been fixed at Rs.10 crore KANCHEEPURAM: Kancheepuram, the birthplace of late Chief Minister, C.N.Annadurai, has been upgraded Special Grade Municipality by the State Government to coincide with his birth centenary year celebrations. The Municipal Administration and Water Supply (Election) Department issued a GO in this regard on December 2, stating that the government after careful examination, based on the average annual income of the municipality and norms prescribed, decided to upgrade the Kancheepuram Municipality Special Grade Municipality from the Selection Grade Municipality category. Five other Municipalities – Tambaram, Pallavaram, Alandur, Avadi and Tiruvottiyur – located on the outskirts of Chennai Corporation, Cuddalore, Tiruvannamalai, Kovilpatti and Rajapalayam Municipalities have also been upgraded from Selection Grade to Special Grade, while the Madhavaram Municipality, near Chennai, hitherto in the Grade I, has been straightaway upgraded a Special Grade Municipality. Thuraiyur is the other civic body that has been upgraded Selection Grade Municipality directly from Grade II category, while four Grade-II Municipalities – Tiruvallur, Aranthangi, Colachel and Kadayanallur – have been upgraded Grade I Municipalities, sources said. Meanwhile, 10 Grade I Municipalities – Mannargudi, Vaniyambadi, Tirupattur, Ambur, Dharmapuri, Theni-Allinagaram, Dindivanam, Attur, Gobichettypalayam and Ranipet – have been upgraded Selection Grade. The State government has revised the annual income ceiling to decide on the grade of Municipalities. Earlier, civic bodies with an average annual income of Rs.5 crore and above were classified as Special Grade Municipalities; those with an income of Rs.2 crore and above as Selection Grade; Rs.1 crore and above as Grade I and Rs.50 lakh and above as Grade II Municipalities. Now, the average annual income to get classified as Special Grade Municipality has been fixed at Rs.10 crore and above; between Rs.8 crore and less than Rs.10 crore for the Selection Grade; more than Rs.4 crore and less than Rs.6 crore for Grade I and not exceeding Rs.4 crore for Grade II, sources said.
