List of Congress observers for seven seats released Party candidates to be named in a few days Bangalore: KPCC president R.V. Deshpande on Wednesday said he would convey to the party high command the suggestion of former Chief Minister S. Bangarappa to the Congress to opt for an alliance with secular parties to defeat the Bharatiya Janata Party in the byelections to the seven Assembly seats scheduled for December 27. Mr. Deshpande told presspersons here that he would raise the issue with party leaders during his next visit to New Delhi. Mr. Bangarappa, Samajwadi Party leader, had said that if the BJP had to be defeated in the bypolls, the secular parties should field common candidates. The KPCC president, who released the list of party observers for the seven constituencies, said he would make a plea to the Election Commission to also hold the byelections to the Madhugiri seat. The Congress would name its candidates for the polls in a few days. KPCC working president D.K. Shivakumar said the byelections were a referendum on the performance of the BJP Government. A large number of party workers took out a torchlight parade at Basavanagudi and at Kengeri. This would be extended to other areas. The programme would end on December 10 and a memorandum would be submitted to Governor Rameshwar Thakur. ObserversTwo former KPCC presidents V.S. Koujalgi and Allum Veerabhadrappa and former Minister H.K. Patil have been appointed observers for the Arbhavi constituency, where Minister for Municipal Administration and Local Bodies Balachandra Jarkiholi is expected to be the BJP candidate. Former Deputy Chief Minister M.P. Prakash and former Hyderabad Karnataka Development Board chairman N.S. Boseraju would assist the party candidate who will take on Mass Education and Public Libraries Minister Shivanagouda Naik. Ramesh Kumar, A.B. Malakaraddi and D.B. Inamdar would work for the success of the Congress candidate in Hukkeri. V. Muniyappa, A. Krishnappa and M. Krishnappa have been appointed observers for Doddaballapur. J. Narasimha Swamy, who defected from the Congress and became chairman of the Karnataka Slum Clearance Board, is expected to be the BJP candidate here. In Karwar, from where Fisheries and Science and Technology Minister Anand Asnotikar is expected to contest, the Congress has appointed former Ministers Kagodu Thimmappa and Kumar Bangarappa as observers. Three former Ministers V. Somanna, T.B. Jayachandra and K. Shivamurthy would be observers for Turuvekere. In Maddur, a total of 18 leaders, including five observers, have been entrusted with the responsibility of working for the success of the party candidate.
