Inspection squad dissatisfied with Brahmapuram operations

KOCHI: A squad formed to inspect the functioning of the solid waste treatment plant at Brahmapuram has expressed dissatisfaction about the operation of the plant.

The report of the squad was discussed by a monitoring committee formed to oversee the functioning of the plant at a meeting held here on Tuesday. The committee will submit a report based on this to the Corporation, the Ombudsman for local self-government bodies and the State government.

The report of the inspection squad observed that segregation of waste was not taking place in the desired manner as one of the machines meant for the purpose was under repair, said K.N. Raji, Additional District Magistrate, who presided over the meet in the absence of the District Collector.

The report further said that the waste, both in solid and liquid form, was found lying strewn all over the premises of the plant causing pollution. The plant, Ms. Raji said, failed to comply with many of the stipulated conditions and hence its operation was not completely satisfactory.

The corporation would be asked to rectify the anomalies and take corrective measures, Ms. Raji said. The squad will make frequent inspections to check whether the conditions were being complied with in the operation of the plant.

The squad comprises of the officials of the health department, Pollution Control Board, revenue department, Vadavucode-Puthencruz panchayat, within the limits of which the plant is located, and the ward member concerned.

It was the first meeting of the monitoring committee. The meeting was convened in the wake of the Ombudsman’s order dated November 14 in which he directed that the monitoring committee should meet at least once in two weeks and monitor the operation of the plant.

The committee with the District Collector as chairperson comprises of Muvattupuzha Revenue Divisional Officer, P.K. Nalan; Kunnathunadu taluk tahsildar, C.K. Prakash; and Pollution Control Board Engineer, M.S Mythili. Meanwhile, a report sent to the government by the district administration on land acquisition for the second phase development of the treatment plant had been returned yet again citing inadequate details. About 45 acres of land are to be acquired from about 60 families for the purpose. This means that the requisite notification authorising land acquisition would be further delayed.
