‘Efficiency level of implementing officers needs to be raised’

Udhagamandalam: The need to strengthen planning, implementation and monitoring strategies was emphasised by Anbu Kumar, Chief Executive Officer, Zilla Panchayat, Shimoga, while inaugurating a three-day sensitisation workshop on Integrated Watershed Management organised by the Central Soil and Water Conservation Research and Training Institute (CSWCRTI) here on Monday.

Lamenting that in most cases the strategies being adopted now were found to be very weak, he said that the efficiency level of the implementing officers need to be raised and awareness about various programmes enhanced among the beneficiaries. Only then various schemes will serve their purpose. Such programmes being organised with the help of the Union Planning Commission (UPC) provide a platform for exchanging notes about the manner in which various programmes were being implemented in different states.

He added that integrated watershed management played a key role in resource conservation while safeguarding the livelihood interests of the local communities.

The Head, CSWCRTI, O.P.S. Khola, said that from the 9th Five Year Plan considerable importance was being given to integrated watershed management.

The objective of the workshop was to familiarise senior level officers’ incharge of the Western Ghats Development Programme and the Hill Area Development Programme with the field level problems. He added that the National Rainfed Area Authority has come out with a common approach guideline.

The Senior Scientist (Agronomy), CSWCRTI, M. Madhu, proposed a vote of thanks.
