Thiruvananthapuram: Scheduled Castes and Scheduled Tribes Welfare Minister A.K. Balan on Monday said that the government would strengthen the Kerala Institute for Research, Training and Development Studies for Scheduled Castes and Schedule Tribes (KIRTADS) with a view to improve its functioning. Piloting the Kerala (Scheduled Castes and Scheduled Tribes) Regulation of Issue of Community Certificates (Amendment) Bill in the Assembly, Mr. Balan said that the Bill seeks to validate the decisions of the Scrutiny Committee for verification of community certificates prior to a High Court verdict. The ordinance was promulgated and re-promulgated seven times, before making its appearance as a Bill in the current session. The new amendments seek to give powers to the Scrutiny Committee to cancel community certificates if the claim is not found genuine. It gives the report of the ‘expert agency,’ in this case KIRTADS, legislative backing as proof for or against Scheduled Caste or Tribes claims, besides making the Scrutiny Committee’s order final.
