Don’t delay registration of complaints: Bidari

BANGALORE: Taking exception to the delay by the police in registering the complaint of a 35-year-old woman who was allegedly raped, Police Commissioner Shankar M. Bidari has sent out instructions asking the police to register complaints without keeping complainants waiting citing territorial jurisdiction.

On Wednesday night, the Tilak Nagar police had delayed registering the complaint. The Tilak Nagar police refused to register her complaint on the ground that the place of her kidnapping came under the Upparpet police station.

Following intervention of senior officials, the case was registered on Thursday and transferred to the Upparpet police station.

“It’s a serious dereliction of duty. Two such instances have been brought to my notice. I have ordered an inquiry. Disciplinary action will be taken against those found guilty,” Mr. Bidari said.

In a detailed instruction, Mr. Bidari asked policemen to first register all complaints regardless of the place of occurrence. If the place was near, the Station House Officer should visit and conduct the investigation before handing it over to the jurisdictional police station. If the area came in the jurisdiction of the police station of another State, then measures should be taken to transfer the complaint to the Superintendent of Police of that area.

Failure to register complaint about a cognisable crime would be considered a serious lapse. The station house officers would be placed under suspension and disciplinary proceedings would be conducted. The deputy commissioners of police have been asked to monitor the work of the Station House Officer and police staff.
