Panel to evolve e-security policy

CHENNAI: A committee has been formed under the chairmanship of the Director of e-Governance to arrive at comprehensive security policy/guidelines for protection of data and computer systems, according to the action-taken report appended to the P. Shanmugam Commission of Inquiry.
The Commission that went into the leak of tapes of conversation between the Chief Secretary and the Director of Vigilance and Anti-Corruption had suggested that since the Government Office Manual did not provide sufficient safeguards, “it is imperative to formulate for effective security system to avoid leakage, access or manipulation of computer data. Fresh office procedures must be laid down to maintain official, confidential secret and other information stored in computers and in other records for its communication.”
The Commission also suggested that the Tamil Nadu Government Servant (Conduct) Rules provide measures to check breach of security and fix the responsibility on Government servants.
The Commission had recommended action against six journalists for “publishing and telecasting official confidential communication without verification, and wrongly reporting that the conversation was tapped by the Intelligence Wing of the Government of Tamil Nadu.” But the government did not accept the recommendation.
The Commission report was tabled in the State Assembly on Friday, the concluding day of the winter session.
