Means to de-congest - Reader's Mail

Thousands of patients and their relatives come to the Thiruvananthapuram Medical College daily. The Statue junction and the vicinity of Cotton High Girl’s High School too are similarly crowded. Crossing the road is a huge problem in these areas. Proposals were mooted five years ago to construct foot over bridges at Medical College, near Cotton High School and an underground passage at Statue, near the main gate of the Secretariat. But nothing has happened so far. How does the government propose to de-congest these areas?

Double levy

The Kerala Water Authority (KWA) is charging monthly Rs.10 from domestic consumers as meter rent. This implies that the KWA is the owner of these water meters. Hence they are bound to replace faulty water meters of domestic consumers, as in the case of electricity meters for which the KSEB levies a similar monthly charge and replaces faulty meters. The KWA also charges Rs.100 on

bi-monthly bills of consumers as penalty for faulty meters. There is no justification for this penalty when they side-by-side levy rental charges as well. One hopes the Water Resources Minister will look into this anomaly and make the KWA replace faulty domestic meters.

Also, would the government /KWA care to explain this double levy?
