Electronic stamping within a fortnight

For registration of property documents; changes being made to issuance of power of attorney

CHENNAI: Electronic stamping system for registration of property documents will be introduced in the State within the next fortnight, Tourism and Registration Minister Suresh Rajan said here on Thursday.

Inaugurating a training programme for a batch of newly recruited sub-registrars, Mr. Suresh Rajan said the system was functioning in New Delhi and Maharashtra. Officials from Tamil Nadu had visited these places and held discussions with officials there.

The State Registration Department was also in the process of bringing in some changes in the issuance of power of attorney.

Under the earlier system, power of attorney could be issued for any property by any of the sub-registrars in the State. This had led to lot of problems. To overcome this problem, the Registration Department had suggested that a sub-registrar could issue power of attorney only to the property within his jurisdiction. The State had sent the proposal to the Centre for effecting suitable amendments in the Indian Stamp Act 1899.

The Registration Department had recorded a 19 per cent growth in both document registration and their revenue during the last year. Government was taking all efforts to fill vacancies in the department, he said.

The department earned revenue of Rs.4,232 crore last year. This year it was fixed at Rs.5,000 crore, said Rajiv Ranjan, Secretary, Commercial Taxes and Registration. As part of the modernisation programme, 450 sub-registrar offices in the State had been computerised.

Soon the department would complete the total networking system. The Registration Department was one of the oldest departments, started in 1864.

A total of 52 newly recruited sub-registrars would undergo training in the department’s training centre in the Parrys area, said R. Sivakumar, Inspector General of Registration Department. The importance of Stamp Act and Registration Act, various rules related to registration of documents and computer training would form part of the course.

Last year, the department registered 27 lakh documents in the State and the number was on the rise every year. Hence the training programme was proposed to the newly recruited sub-registrars, he added.
