Report says Board should directly take up projects or at least have control on sale price

Claims Board is going against its objectives by giving land to SEZs


HYDERABAD: A House Committee of the Assembly has faulted the AP Housing Board for allotting land at less than market price to private companies that are selling houses at exorbitant rates and making huge profits “at the cost of the common man”.

The Committee, which probed irregularities in auction and allotment of lands by the Board, has observed that private companies that got lands at a concessional price were given full freedom to fix the house cost. Pointing out that the Board is getting a revenue share of three to five per cent, the Committee said that had it developed the projects, not just the Board but also the public would have benefited.

The report of the Committee, headed by B. Govardhan, was tabled on Monday. It said that in the future the Board should either directly take up projects or at least have control over sale price fixed by a private company.

In respect of the residential township developed by IJM (India) Infrastructure Ltd on 34.71 acres at Kukatpally, the Committee noticed that up to 11 floors were constructed without permission. “Neither the AP Housing Board nor Kukatpally Municipality took any action against them except to levy a nominal fine”.

The Committee felt that the Board, by providing land for taking up commercial projects and SEZs, was moving away from its objective of providing “housing accommodation at an affordable price”. It recommended that the Board directly provide houses/flats at least to low and middle-income groups and wide publicity be given to joint venture projects. There should be complete transparency in cost fixation and the number of flats offered for sale. It wanted stringent action to be taken if any company took up construction in violation of norms..

When such deals were under consideration, how could the Board enter into agreements on similar deals? It was nothing but undermining the Legislature’s role as a supervisory authority, the report stated.
