New DDA housing scheme to rehabilitate slum dwellers

DDA has already identified 21 clusters and appointed consultants


NEW DELHI: The Delhi Development Authority on Wednesday announced a brand new scheme under which slum dwellers would be rehabilitated with all civic amenities in the vicinity.

The “In-Situ Slum Rehabilitation Scheme” has been launched by the DDA for the first time to rehabilitate slum dwellers. This is a departure from the earlier re-settlement schemes wherein they were shifted and settled in far-off places of occupation and residence leading to unemployment.

Under the scheme, re-settlement will be done on the land occupied by jhuggi-jhonpri clusters with private partnership. The land will be sold through the tender process to a private partner for construction of multi-storey houses. The number of storeys will depend on the availability of land and can vary from nine to 11 storeys. Provision of lift is also being considered.

For the purpose of rehabilitation, the DDA has already identified 21 clusters and appointed consultants. Pre-qualification tenders have been floated and timelines for rehabilitation finalised in the case of four clusters. The clusters are located in Kathputli Colony, Jailerwala Bagh, Blocks E and F in Rohini Sector 18, Camp 2 Keshopur and Vikaspuri. Dwelling units with a carpet area of about 25 square metres would be provided. Pre-qualification applications for four colonies are likely to be received by September 20. Financial bids of the short-listed pre-qualified applicants would be invited by October 22 and the agency that would take up development work would be decided on November 30. The work will actually start by mid-December. Ten consultants have already been appointed by the DDA.

The consultancy includes survey of the site, physical verification of the number of existing slum dwellers, clearly identifying the eligible slum dwellers or squatters from pre-1998 and post-1998, socio-economic status survey and preparation of the scheme for optimum utilisation of land as per the framework of Master Plan for Delhi-2021.

It will also indicate the technical and financial viability and suggestion for any relaxation or exemption if required.

The scheme has been taken up by the DDA to fulfil the stipulations of the Master Plan for Delhi-2021.
