Thiruvananthapuram: The Kerala Pradesh Congress Committee (KPCC) executive committee on Sunday said that schism in the Communist Party of India (Marxist) had led to a development crisis in the State.

In a resolution adopted at its meeting here, the KPCC executive said frequent outbreak of feuds in the CPI(M) and among constituents of the Left Democratic Front (LDF) had paralysed the administration, posing a major threat to the State’s progress.

The government had failed to implement several Centrally sponsored schemes and projects in a time-bound manner. But the LDF had no qualms in stoking anti-Centre feelings to create a smokescreen to cover up its failures.

Releasing a copy of three resolutions adopted by the executive, KPCC president Ramesh Chennithala said the bureaucracy had to carry the burden of an inefficient administration and an inept Cabinet.

The morale of the bureaucracy was at an all-time low because of the attitude of Ministers and officials were reluctant to show their commitment to the job.

The resolution pointed out that a recent CPI(M) State committee meeting had admitted to the government’s failure, something which the United Democratic Front had been highlighting during the last two years .

The contents of the resolution were significant because it did not mince words in criticising the Chief Minister, who, it said, had abandoned his proclaimed second land revolution mid-way and continued with his style of functioning while he was Leader of the Opposition. Neither the Chief Minister nor the CPI(M) leadership was interested in addressing issues that affected the people.

The government’s decisions imposed severe hardship on the people, be it the unjustified hike in bus fare or power tariff. The resolution said the government did not budge an inch to control price rise and carry out market-intervention programmes.

The executive accused the LDF government for wrecking the education sector through its “Tughlak policies.”

Listing out one by one the issues affecting the education sector, the KPCC executive said the recent Plus One reforms in effect denied backward communities the opportunity to pursue higher studies and undermined reservation norms. The resolution expressed concern at the continuing uncertainty in admissions to self-financing professional colleges and the fee structure.

“The government is taking decisions one by one to overcome court rulings and legal provisions but only to tie itself into knots and jeopardise the future of students,” the resolution said.
