An electronic hand-held machine for billing being used at a kerosene bunk of the Zambazar Cooperative Society at Pudupet in Chennai on Monday. CHENNAI: Ration cardholders can now purchase their quota of kerosene in the PDS shops within minutes as the billing is now done through the newly installed electronic Hand-held device. The Registrar of Cooperative Societies implemented the system of billing through electronic Hand-held devices in all the 23 kerosene bunks to avoid pilferage. In the process, it also replaced a couple of ledgers. A few months ago, Tamil Nadu Civil Supplies Corporation (TNCSC) had installed the same device in two of its fair price shops in the city. Improvement over manual system“This is not a trial run. We have already implemented the gadget in our bunks and presently it is serving as Point of Sale (PoS) machine. It will do the billing, update the stock and would not allow the consumers to draw more than their limits of 4 litres or 10 litres a month respectively. There has been 70 per cent improvement over the manual system,” Registrar of Cooperative Societies Jatindra Nath Swain told The Hindu. Currently, the electronic device is attached to the server and it has to be reconciled with the family card database. Though it is possible for the officials to find out the stock movement, consumer consumption pattern and weekly stock requirement of a particular store, it is not on real-time basis. Acting as the procurement and software testing agency for the State Government, Electronics Corporation of Tamil Nadu (ELCOT) is currently involved in updating the family card database of the consumers. It is expected to finish the task within the next two months. “We have captured most of the data. The new data have to be captured, so that the information is made available on real-time basis. We have some teething problems and are trying to overcome it at the earliest,” said ELCOT officials. Tamil Nadu Civil Supplies and Consumer Protection Commissioner K. Rajaraman said “it is a workable solution. Currently, these devices can work only as a billing machine or replace the cash register. But what is the use if you have back-end machine without front-end support. We expect the whole system to be in place in the next 3-4 months.” Mr. Swain said that after studying the results, they might roll it out in the remaining 243 outlets in the State and in 28,000 fair price shops. Tenders have been floated for the Hand-held device. The first 50 gadgets had been procured for less than Rs 7,000 apiece.
