Single-window to ensure transparency

Government affidavit before High Court


Says system not against any rules

Case adjourned to next week


Kochi: The single-window system for admission in aided and government higher secondary schools was introduced State-wide only to ensure social justice and equal opportunities in the education sector, according to an affidavit filed by the government before the Kerala High Court on Friday.

The government told the court that it had received several complaints of manipulation in Plus One admission. Many meritorious students were refused admission by “unscrupulous methods.” It was to get rid of such practices that the single-window admission system was introduced in Thiruvananthapuram district on an experimental basis last year. It proved to be very successful. There had been no complaints from any quarters. The admission in the district was completed by September 2007.

The affidavit also pointed out that the system was not made applicable to admission of candidates to the management and community quotas. It was done by the schools concerned. Under the system, the students got a chance to make options and cancel higher options or retain them in accordance with their desire to learn in the schools of their choice. The government said that it was the duty of the management who received aid from the government to admit students in accordance with merit in the merit quota. The system ensured transparency at various stages of the admission process. The management had absolutely no say in the admission of students in the merit quota.

The government said that the new system was not against any of the existing orders and rules. The affidavit added that it was after elaborate deliberations with the representatives of various groups such as students, teachers, educationalists and managements that the government decided to introduce the single-window system. The government also pointed out that when the system was introduced in Thiruvananthapuram, the petitioners did not make any objection.

The case was adjourned to next week.
